How to enter Uruguay?

 

Due to the COVID-19 pandemic, the Uruguayan government has determined a series of requirements for the entry into the country of persons, whether nationals or foreigners, by any means, air, sea or land.  

Uruguay has opened its borders - updated information

The borders are open according to the following entry protocol: 

Vaccinated non residents enter submitting:

  • Vaccination certificate (issued up to 9 months prior to the trip)

  • Complete an affidavit form within 48 hours prior to shipment

  • Have health coverage in Uruguay

Non residents that had the COVID-19 disease in the last 90 days prior to their arrival in the country must: 

  • Submit a positive result of the PCR or antigen test carried out between 10 to 90 days before to the trip (must be attached in the affidavit and when boarding)

  • Complete an affidavit form within 48 hours prior to shipment

  • Have health coverage in Uruguay

Non residents without the COVID vaccine:

  • They may enter the country only if they prove in the exceptional entry process that they correspond to any of the groups established in Article 2 of Decree No. 104/020. More information here

  • They must present a negative PCR or antigen test result carried out up to 72 hours before the trip.

  • Perform a PCR test seven days after admission or perform preventive social isolation for 14 days. If the stay in Uruguay is less than 7 days, this test should not be performed. 

  • Complete an affidavit form within 48 hours prior to shipment.

  • Have health coverage in Uruguay.

Protocol after entering the country

According to what is established by the authorities, both residents and non-residents need to comply with the following measures after entering the country:

  1. Undergo temperature control when entering the country.

  2. Use a facial mask.

  3. Comply with the contagion prevention measures that the health authority determines.

Additionally, it is requested not to use means of collective transport from the point of entry to the country to the place of destination.

 

Exceptional entry permit

If the person is a non-resident and is not fully vaccinated against COVID19, they must apply for an exceptional entry permit for labour, economic, business, humanitarian, family reunification or judicial purposes, proving that it is of urgent necessity. The process is described below:

 

  1. Comply with the entry protocol mentioned above.

  2. Make the formal application for entry, generating a user to manage the process. First, the endorsement of the competent Ministry is obtained according to the reason of entry. Once the endorsement is obtained, the application automatically goes to the validation and approval stage by the Presidency of the Republic and the National Directorate of Migration.   3. Once the entry is authorized, the person will receive a QR with the authorization that must be presented for their trip together with the Affidavit form.
