COVID 19

How to enter Uruguay?

 

Regarding health measures, consequences of the COVID-19, the Uruguayan government has determined a series of requirements for the entry into the country of persons, whether nationals or foreigners, by any means, air, sea or land. 

According to what has been established, both residents and non-residents need to comply with the entry protocol stipulated in the Presidential Decree:

 

Entry Protocol

  1. Fill in the form for entry into the country called the Traveler's Health Affidavit. This form can be accessed through the APP Coronavirus available in Google PlayApple Store or in the website

  2. Submit to temperature control when entering the country. 

  3. Use a face mask. 

  4. Medical coverage in Uruguay is necessary with specific coverage for COVID-19. 

  5. Provide a negative result of a SARS CoV-2 virus detection test in a laboratory authorized in the country of origin, carried out no more than 72 hours before the start of the trip. In case of entry to the country in a commercial passenger transport, the accreditation of the negative test must be done before boarding in the corresponding company. Children under 6 years of age are excepted. 

  6. Compulsory preventive social isolation for a period of 7 days upon arrival in the country. A new test must be performed on the seventh day of stay in national territory or the compulsory preventive isolation must be extended for 7 more days, up to 14 days from the date of entry into the country. 

 

It is requested not to use public transportation from the point of entry into the country to the place of destination, where the mandatory preventive social isolation will take place. 

Exceptions

Quarantine and a PCR test on the sevetnh day are not required for these cases:

  • People who have already carried the SARS CoV-2 virus within the last ninety days prior to shipment or arrival in the country. For these cases, they must prove that they have had the disease by means of a positive RT-PCR test or antigen detection test. These tests must have been made between twenty and ninety days before boarding.

  • Those who certify they received the single dose or the two doses (depending of the type of vaccine taken) against the SARS CoV-2 virus, which have been approved by their country of origin, within the last six months prior to shipment or arrival in the country and fulfilled the respective waiting periods to achieve immunity. In these situations, they must show a certificate issued by the health authority of their country of origin, certifying the vaccination and compliance with the aforementioned deadlines.

How to apply for exceptional entry for non-residents? 


If the person is a non-resident, an exceptional entry permit can be processed for transitory entry for work, economic or business purposes that cannot be postponed, according to the next step:  

  1. Accomplish the six requirements of the Protocol of entrance established previously.

  2. Submit the formal application for admission through this link. A login must be generated to manage the procedure and obtain the endorsement of the competent Ministry in accordance with the reason for entry. Once the endorsement has been obtained, the application automatically passes to the stage of validation and approval by the Presidency of the Republic and National Migration authorities. 

  3. Once the entry is authorized, the person will receive a QR with the authorization, which must be presented for the trip together with the Traveler's Health Affidavit available at the APP Coronavirus (Google Play and Apple Store).
